Executive Bios

Jean C. Halle, President and CEO

Jean Halle, a nationally recognized expert and education business strategist has served at the helm of Calvert Education Services for the past eight years. Her insightul approaches have been featured in articles and commentaries in Education Week and numerous other publications and she has appeared on CBS Sunday Morning and CBS Marketwatch Weekend.

Ms. Halle’s many accomplishments at Calvert include the introduction of Verticy Learning, the first distance learning program designed to serve the needs of students with language based learning differences; aligned Calvert’s curriculum to national and state standards and secured accreditation from a host of prestigious organizations.

Ms. Halle has made it a priority to maintain the educational vision of Calvert’s founder, Virgil Hillyer and the rich traditions of an educational organization that has served students worldwide for over a century. At the same time, Ms. Halle has successfully incorporated 21st century technology and educational methodologies.

Before joining Calvert, Ms. Halle served as the CFO and VP of New Business Development for Times Mirror Interactive. She held a number of positions with The Baltimore Sun including VP of New Business Development, CFO and VP of Finance, President of Homestead Publishing (a Baltimore Sun subsidiary). In addition, Ms. Halle has held positions as VP of Finance for Abell Communications, Assistant Treasurer of the A.S. Abell Company and Senior Management Consultant with the international accounting firm of Deloitte, Haskins and Sells. Ms. Halle graduated Magna Cum Laude with a BA in accounting from Loyola College in Baltimore and has been a Certified Public Accountant since 1979.

Gloria D. Julius, Ed.D, Chief Learning Officer

An innovative and results-oriented educational administrator with over twenty years of leadership experience in public schools and private non-profit organizations, Dr. Julius  adheres to  a simple philosophy—“Academics First”.

More importantly, Dr. Julius employs a team approach that unites teachers, staff, parents and students in embracing that  philosophy. As the Chief Learning Officer for Calvert Education Services, Dr. Julius has merged the curriculum development and academic teams to create a professional learning community that develops research-based standards aligned curriculum, professional development and exceptional support for parents and students. She has been instrumental in increasing the academic standards, teaching methodologies and proficiency of virtual school students.

Dr. Julius was the architect of Calvert Navigator, a unique and comprehensive platform that integrates four strategic elements: planning, training, delivery and assessments. Together these strategic elements provide a unparalleled distance learning program for Kindergarten through Eighth Grade students.  Superintendents throughout the country have responded enthusiastically to Navigator and the Calvert curriculum which blends traditional educational resources and methods with 21st century learning technologies.

Before joining Calvert, Dr. Julius held numerous senior administrative positions in elementary education and was an elementary school teacher for nine years. Dr. Julius earned a BS in Elementary Education from Elizabethtown College, a Master of Education from Towson University and a Doctor of Education from the University of Maryland at College Park. Additionally she holds Advanced Professional Certifications as Superintendent, Principal/Supervisor, Elementary and Middle School, and Early Childhood.

Steven M. Brown, Vice-President of Operations and Technology

As an executive with a strong strategic technology and business applications in banking, education, facilities management, purchasing and inventory control, Steve Brown has become a master at developing technology infrastructures that advance institutional objectives.

As the VP of Operations and Technology, for Calvert Education Services, Mr. Brown has been a pioneer in educational technology and virtual education. He developed a “homegrown system” that merged multiple technologies to enable interaction between students and teachers, create robust multi-media educational content, and integrate and automate all business systems from order to fulfillment to educating, and testing students.

“Working in a non-profit institution has forced us to work smart vs. investing large sums of capital to achieve our objectives. Our technology team is constantly looking for new technologies and working to identify ways to improve our offerings for our employees, staff, clients, teachers and students. The direct technology support we provide to our families sets us apart from the competition,” said Brown when asked about Calvert’s success.

Before joining Calvert, Mr. Brown served as the Director of Technology and Operations for Calvert School, Assistant VP of Technology for MBNA America, Regional MIS Manager for Nations Bank and held a number of positions with MNC Financial Inc. including Corporate Services Officer, Director of Automation Support, Senior Systems Analyst and Printing Services Manager.

Mr. Brown holds a BA in Business Administration from TowsonState University and is certified in multiple system architectures, operating systems and applications.

Brady Locher, Director of Partnership Development

Mr. Locher is responsible for the development of Calvert’s practice providing curriculum and academic support solutions to public and private school systems around the world.  Mr. Locher was originally retained by Calvert to explore and subsequently lead the development and launch of Verticy Learning, the first distance learning curriculum specifically designed to address the needs of children with language-based learning differences.

Prior to joining Calvert Partners in 2007, Brady advised academic and technology clients in the effective use of technology enabled learning strategies. Mr. Locher is a graduate of Georgetown University and a native New Yorker.
